Silent Features of Budget 2011-11 from Finance Minister of India Sh. Pranab Mukharjee

Friends, Union Budget of Fin. year 2011-12 will be declared on 28.02.11 at 11.00 a.m. by the Finance Minister Sh. Pranab Mukherjee at Lok Sabha House. The Finance Minister Sh. Pranab Mukherjee has already committed to increase basic limit up to 2.00 Lakh in Direct Tax Code (DTC) which will be implemented w.e.f. 01.04.2012. But, on the contrary The Finance Minister Sh. Pranab Mukherjee has announced following highlights relating to Latest Uninon Budget 2011-12.

Highlights of Union Budget 2011-12

  • Basic Income Tax Exemption has been proposed to Rs. 1,80,000 from Rs. 1,60,000/-
  • Age Limit of Senior Citizen has been reduced to 60 years. Earlier it was 65 years.
  • Basic Exemption of Senior Citizen has also been proposed to Rs. 2,50,000/-.
  1. Citizens over 80 years to have exemption limit of Rs 5 lakh
  2. To reduce surcharge on domestic companies to 5 percent from 7.5 percent.
  3. A new revised income tax return form 'Sugam' to be introduced for small tax papers.
  4. To raise minimum alternate tax to 18.5 percent from 18 percent
  5. Direct tax proposals to cause 115 billion rupees in revenue loss
  6. Service tax rate kept at 10 percent
  7. Customs and excise proposals to result in net revenue gain of 73 billion rupees
  8. Iron ore export duty raised to 20 percent
  9. Nominal one per cent central excise duty on 130 items entering the tax net. Basic food and fuel and precious stones, gold and silver jewellery will be exempted.
  10. Peak rate of customs duty maintained at 10 per cent in view of the global economic situation.
  11. Basic customs duty on agricultural machinery reduced to 4.5 per cent from 5 per cent.
  12. Service tax widened to cover hotel accommodation above Rs 1,000 per day, A/C restaurants serving liquor, some category of hospitals, diagnostic tests.
  13. Service tax on air travel increased by Rs 50 for domestic travel and Rs 250 for international travel in economy class. On higher classes, it will be ten per cent flat.
  14. Electronic filing of TDS returns at source stabilised; simplified forms to be introduced for small taxpayers.
  15. Works of art exempt from customs when imported for exhibition in state-run institutions; this now extended to private institutions.

Utility of Form No. 27A with NSDL (TDS Software)

This is usual & common demand for those Tax Payee, who uses with NSDL RPU for preparation of etds/etcs returns. The Annual eTDS Return generation of Form 27A from FVU. Form 27A is a physical form which is to be submitted each and every Regular/Correction etds/etcs return. Software providers have created many softwares regarding submission of e-tds/e-tcs returns, they are using auto generation of Form 27A facility,16, 16A etc. But the user of NSDL RPU has no such facility to generate Form 27A etc.

Previous History
As our past experience, Form 16 and 16A generation software is already ready which prepare forms 16 and 16A from fvu directly with in minutes. This software saves time and generate easily forms from file validity utility.

Form 27A from Fvu/NSDL RPU
Latest development is that form 27A generation is possible from any FVU. All procedure of installation of software and it's running is equal to the software of form 16 and 16A generation.

  • Just place fvu file named Q1.fvu or Q2.fvu or Q3.fvu or Q4.fvu in folder \e-tds\fvu\
  • Click on 27A.exe file available in \e-tds\27A.exe
  • File 27A.prt will be available in in folder \e-tds\output\27A.prt
  • File 27A.prt can be opened in Microsoft word and printing is possible in Dot/Laser Printer.

Check your Income Tax Refund Status

The 'Refund Banker Scheme,' which commenced from 24th Jan 2007, is now operational for Non-corporate taxpayers assessed in Delhi, Mumbai, Kolkata, Chennai, Bangalore, Bhubaneswar, Ahmedabad, Hyderabad, Pune, Patna, Cochin, Trivandrum, Chandigarh, Allahabad, and Kanpur.

In the 'Refund Banker Scheme' the refunds generated on processing of Income tax Returns by the Assessing officers/ CPC-Bangalore are transmitted to State Bank of India, CMP branch, Mumbai (Refund Banker) on the next day of processing for further distribution to taxpayers.

    Refunds are being sent in following two modes:

  1. RTGS / NECS: To enable credit of refund directly to the bank account, Taxpayer's Bank A/c (at least 10 digits), MICR code of bank branch and correct communication address is mandatory.
  2. Paper Cheque: Bank Account No, Correct address is mandatory.

Taxpayers can view status of refund 10 days after their refund has been sent by the Assessing Officer to the Refund Banker - by entering 'PAN' and 'Assessment Year' below.

Other Refunds

Status of 'paid' refund, being paid other than through 'Refund Banker,' can also be viewed at www.tin-nsdl.com by entering the 'PAN' and 'Assessment Year' below.

'Refund paid' status is also being reflected in the 'Tax Credit Statements' in Form 26AS.

Friends, All Non-Agricultural Univeristy & affiliated College Employee i.e. Non-Teaching Employee of Maharashtra State should have Ashwashit Yojana's Benefit i.e. Time Bond Promotion of 12 and 24 Years benefit as per 6th Pay Commission. As per the शासन निर्णय वित्त विभाग क्रमांक वेपुर - १२०९/प्र क्र २७/ सेवा- दिनाक २२-०४-२००९, 12 and 24 years benefit implemented those employee who have competed their service period of 12 or 24 years in same post, but this resolution had not been competed all condition, so the Government issued the शासन निर्णय वित्त विभाग क्रमांक वेपुर - ११०९/प्र क्र ४/ सेवा-३ दिनाक ०९-०६-२००९ but this Resolution is also not fulfill for each department and lastly the Maharashtra State Government issued new शासन निर्णय वित्त विभाग क्रमांक वेपुर - ११०९/प्र क्र ४१/ सेवा-३ दिनाक ०५-७-१० as per this resolution this 12 and 24 year Time Bond Promotion benefit is only for those whose service in State Government Office or Zilla Parishad Employee. And as per this all the other state employee except from this benefit. Now, the all non-agricultural University and affiliated college also have this benefit.

How to declare Age of Retirement ?

1. Except as provided in this rule, every non-teaching employee, other than a Class IV employee shall retire from service on the afternoon of the last day of the month in which he attains the age of 58 years. He may be retained in service b eyond 58 years only with the previous sanction of the director of Higher Education, Maharashtra State, Pune on public grounds which must be recorded in writing.
2. A non-teaching employee in Class IV service shall retire, from service on the afternoon of the last day of the month in which he attains the age of 60 years. He may not be retained in service after the age except with the previous sanction of the Director of Higher Education, Maharashtra State, Pune.

Note: The non-teaching employee whose date of birth is the first of the month shall retire from service on the afternoon of the last day of the proceeding month on attaining the age of 58 years or 60 years, as the case may be.
